This Plan is intended to facilitate positive change in our individual and institutional behaviors that can, move us towards a more holistic, sustainable approach to managing our resources—one that uses the watershed as a basis for decision-making. This chapter provides specific guidance to those various audiences—residents; agencies; local, state, and federal governments—on how best to implement the Plan’s recommendations and achieve the goals and objectives identified in Chapter 2.
